Summary of the April 18, 2019 GHCP Association Board Meeting

Four community members attended the meeting. 

2019 Member Survey:  Jocelyn Davis presented a draft summary of the member survey. The purpose of the survey was to gather information on member demographics, personal use of recreational facilities, personal importance of the facilities, and a sense of how important members feel these facilities are to the community as a whole.  It asked about prioritization of projects related to the beaches, waterways, and facilities projects. Lastly, it asked about swimming pool amenities and activities. We received responses from 149 members, evenly divided between Glebe Harbor and Cabin Point and representing full time residents, seasonal residents, weekenders, and non-resident property owners. The final results will be presented at the June 8, 2019 membership meeting. 

GH-CP Association Membership Directory:  In response to requests from members, Debbie Dunn has formed a working group to create a membership directory. In the next few weeks, letters or emails will be sent to all members who returned Property Owner Information Forms (OIF). Members who indicated on their OIF that they would like to be included in a future directory will be asked to confirm their information and their desire to be included in the directory. Those who indicated on their OIF that they did not want to be included will be asked if they have changed their minds. If a member does not respond, they will be included (or not) based on what they provided on their OIF. The directory will be posted on our web site in a password protected area. 

County BOS Public Hearing on Proposed FY 2019-2020 Budget:  A public hearing will be held by the Board of Supervisors on the FY 2019-2020 proposed county-wide budget in the George D. English Building Board Room, 111 Polk Street, Montross, Virginia on Monday, April 22, 2019 at 6:00 p.m. The county-wide budget includes the GH-CP Sanitary District budget.  At this time citizens of this County shall have the right to attend and express their views.  The proposed SD budget continues the recreational user fee at $200/lot for FY 2019 – 2020.

Capital Improvement Plan (5 year) – Revised Guidelines Expected: We are waiting for further guidance from county staff regarding their guidelines for Capital Improvement Planning. We have responded to the County’s initial request for a very preliminary five-year list of capital improvement projects and expect that changes in the definition of capital projects by the county will require some revision of our submission.  We understand, for example, that only projects exceeding $50,000 might be included in capital projects going forward.

Nominations Committee:  The nominations committee has been formed to recommend a slate of candidates to stand for election to the Association Board of Directors at the June 8, 2019 General Membership meeting. The members are Jeanne Axtell and Barbara Cole from the Association’s Board of Directors and  Janice Fletcher, Sam Birchett, and Jane Herron from the membership. Three members’ terms are expiring: Debbie Dunn, Harriet Dixon, and Fred Selby. Harriet and Fred are standing for re-election.

The Association board will meet to consider the proposed slate at its upcoming meeting on May 9, 2019, 7pm, at the clubhouse.
