The GH-CP LSV/Golf Cart Committee

The Glebe Harbor-Cabin Point Board of Directors has recently established the LSV/Golf Cart Committee responding to community interest expressed in a petition to Westmoreland County in November.  Robert Krajcsik has volunteered to serve as the Chairman of the Committee and Board Vice Presidents Jeanne Axtell and William Spencer will serve as the Board representatives on the Committee.  The Committee will advise the GH-CP Board and support the development of policies, procedures, practices, and community education related to the use of Low Speed Vehicles (LSVs) and Golf Carts in the GH-CP Community.

You might have noticed that the speed limit on a portion of Royal Way leading into Cabin Point has had its speed limit reduced by VDOT (Virginia Department of Transportation) from 40 miles per hour to 35 miles per hour.  The County has also announced a future planned VDOT speed study on Glebe Harbor roads.  But for a community to become a Golf Cart Community (e.g. Colonial Beach and Placid Bay), all roads must be 25 miles per hour.  We do not believe VDOT will be willing to lower the speed limit to 25 miles per hour in our community soon.

However, the law does provide for the operation of Low Speed Vehicles (LSV) on roads with speed limits no higher than 35 miles per hour.  These are similar to golf carts, but State statutes require that a LSV be equipped with the following:

Headlights

Brake Lights

Tail Lights

Reflex Reflectors

Emergency or Parking Brake

Externally and Internally Mounted Rearview Mirror

Windshield

One or More Windshield Wipers

Speedometer

Odometer

Braking for Each Wheel

Safety Belt System

Vehicle Identification Number

Additionally, LSV’s must be titled and registered, must display license plates, must maintain motor vehicle liability insurance, and the operator must possess a valid driver’s license or permit. Kits are available that can upgrade Golf Carts to LSVs.

In summary, our current speed limits and Virginia law currently preclude our becoming a golf cart community. The remaining 40 mile-per-hour section of Royal Way (roughly between Sail Way and Dolphin) creates a similar problem for LSVs.

Even though GH-CP is not formally designated as either a Golf Cart or LSV community at this time, we recognize that some owners and residents in the community may choose to use Golf Carts and LSV’s. Operators of Golf Carts and LSVs in the Community are reminded that they do so at their own risk and their own liability.
