Speed Limit Reduction and Golf Cart Community Designation Petition

Notice to Members of the GHCP Community:

On November 3rd a formal petition submission, including supporting signatures, was made on behalf of the residents of Glebe Harbor – Cabin Point, requesting consideration by the Board of Supervisors on establishing an ordinance to:

*     Reduce and enforce the neighborhood speed limit to 25 miles per hour.

*     Designate Glebe Harbor – Cabin Point as a recognized “Golf Cart Community” under Virginia Code 46.2-916.2.

The submission notes that “this request reflects the collective concerns and interests of our community regarding safety, transportation convenience, and the need for clear, consistent regulations within our neighborhood.”

We anticipate the petition request will be on the agenda and formally presented to the Board of Supervisors at their upcoming meeting on Wednesday, November 12, 2025 at 6 pm.  The Board of Supervisors meeting will be held in the public meeting room at the front entrance of the George D. English, Sr. Memorial Building, located at 111 Polk Street in Montross. Two of the residents who have led the petition effort will be present to speak to the petition submission.  The President of the GHCPA Board will also speak at the meeting.

We encourage anyone with an interest in this issue (be it for or against) to attend the meeting and hear the discussion.  Anyone interested in speaking at the meeting on November 12 may request the opportunity to speak by filling out a Public Comment Card and submitting it in advance of the start of the Board meeting.  Public Comment Cards may be found at https://www.westmoreland-county.org/sites/default/files/2024-02/Public%20Comment%20Card.pdf.
