Welcome Letter

TO:  GLEBE HARBOR – CABIN POINT PROPERTY OWNERS

Welcome to the GH-CP Sanitary District and to the GH-CP Property Owners Association!  This letter provides an overview of the benefits available to you, your family, and guests.  The Recreation User Fee that we all pay annually for each lot will ensure the community’s recreational facilities and amenities are well-managed and well-maintained, thereby supporting the value of all properties in the community.  As property owners, you now have access to and use of the amenities, including a beautifully maintained pool; sand beaches suitable for picnicking and fishing; boat ramps for access to community creeks and the open waters of the Lower Machodoc Creek and the Potomac River; and a Clubhouse outfitted for meetings, social events, games, and general “get-togethers”.

The GH-CP Sanitary District is governed by the Westmoreland County Board of Supervisors.  Under agreements with Westmoreland County Board of Supervisors, the GH-CP POA is leasing certain community recreational facilities and amenities it owns to the Sanitary District for the use of property owners who have paid the annual Recreation User Fee.  In turn, the Sanitary District is funding the operation, maintenance, and capital management of the community recreational facilities.  On a day-to-day basis, the GH-CP POA will manage, operate, and maintain those facilities and amenities.

The County will be issuing four facility access cards to each lot owner (or authorized lessee) who requests them by completing and returning a Property Owner Information Form (copy attached) to the GH-CP POA office.  The form asks for general and contact information for each lot owner and specific information to prepare the access cards and other identification materials for use of the facilities. The cards are for your use and that of your family members and household guests. Our facilities are not open to the general public. We ask that facility access cards be carefully controlled by you and not shared with unauthorized users.  General rules for the use of recreational facilities are under review by County officials and will be approved by the Board of Supervisors.  Once approved, the rules will also be available on the GH-CP POA website.

Please include your preferred email address(es) on the information form so that we may control costs and not use User Fee dollars to pay for first-class mailings to all property owners.  Additionally, the use of email speeds up communication to you and allows us to better inform you about matters of interest in the community.  Should you change your email address, home address, or status as the Principal Owner, we ask that you inform the POA in order that we have the most current data regarding your continued status in the Sanitary District.

While the Clubhouse facility to available to all property owners during regularly scheduled hours, you should know that the GH-CP Sanitary District, as a County entity, does not sponsor social activities. nor does the Recreation User Fee cover the costs for social activities and events held at the Clubhouse.  However, the GH-CP POA schedules and manages a variety of open use social activities and events that are hosted or sponsored by volunteers in the GH and CP community.   Most of these activities and events are open to all property owners on a first-come, first-served basis at no charge  Other special events, such as themed parties or catered events, are also open to all property owners on a first-come, first-served basis but  a fee is charged to cover the costs of providing the event.  Additional information regarding social activities and events may be found on the website.

Another important change occurred in December 2016.  The General Membership of the POA voted unanimously to approve amendments to the Articles of Incorporation and the By-Laws of the POA, making all owners of lots within the Glebe Harbor and Cabin Point subdivisions members of the GH-CP POA.  Now, all property owners are eligible to participate in the Association, by having a voice on how the facilities are managed, by volunteering to maintain those facilities and amenities, and by voting on matters brought before the membership, standing for election to serve on the Board of Directors, and serving on Committees.  This is an important development that gives you the opportunity to have direct input into how the community recreational facilities are managed and maintained.

If you are interested in volunteering to serve on the Board of Directors or in some other capacity, please let us know by completing the applicable questions in block 2 of the Property Owner Information Form.  We are especially interested in forming a working group to recommend how our events and operating hours should change as we transition to serving a larger and more diverse membership.

This community has a lot to offer and we look forward to meeting you in the coming weeks as you take advantage of the amenities.  It is also our hope that you get involved as a volunteer as we endeavor to keep Glebe Harbor and Cabin Point the wonderful community that we all want it to be.
